Pasadena Citizen Services

The Citizen Service Center (CSC) is a centralized service to help Pasadena residents connect with their City!  CSC is available via web, mobile app and phone to assist in answering questions about City programs, services and events. Knowledgeable representatives can help you find the information you need. Whether it's a pothole, a street light is out, an abandoned item or graffiti (just to name a few), the CSC makes it easy for you to submit a request and to resolve your issue quickly! ​

Northwest Commission

The Northwest Commission has the following functions:
  • Serve as a monitoring body for the Northwest community.
  • Work with the City Manager and staff on updating and revising the Northwest Strategic Plan.
  • Provide ongoing oversight on the implementation of the plan.
  • Provide periodic advice to the Council on Northwest issues.
  • Economic Development Activities.
  • Present an annual review of the implementation of the Plan’s projects and programs to the City Council and the community.

Northwest Commission meetings are usually held the second Tuesday of every month at 6:30pm and are open to the public.

  • Nextdoor’s mission is to use the power of technology to build stronger and safer neighborhoods.
When you sign up to Nextdoor online or get the Nextdoor app on your smartphone, you will be assigned a neighborhood according to your home address. Anyone within the GHNA will automatically be part of the "Nextdoor Garfield Heights." You can customize the neighborhoods in Pasadena that you wish to receive or send messages. 


MASH - Maintenance Assistance Service to Homeowners

Maintenance Assistance and Services to Homeowners (MASH), consisting of men and women in a unique training program, provides numerous services to home owners as well as business owners and city departments.  See the MASH video.

Services provided by MASH include the following:
  • Emergency/Disaster Response Assistance
  • Mash Plus Program
  • Minor Home Repair
  • Paint exterior of homes
  • Replace Broken Windows
  • Rodent Proofing
  • Repair Screens
  • MASH QUALIFICATIONS
  • MASH is available free for qualified applicants.  Qualification is based on the following criteria:
  • Applicant must be owner/occupant of single family residence (renter occupied or multi-family residences are not eligible)
  • Must be residents of the City of Pasadena
  • Must meet the financial criteria imposed by the Federal Government, Housing and Urban Development Department.(HUD)
  • The MASH Plus Program offers services to Pasadena homeowners who do not qualify for MASH Services under the Federal income guidelines. The MASH Plus Program will provide services to City homeowners on a cost recovery basis. The MASH Plus services will include: painting of the exterior of the home, yard services, installation of grab bars, repair of broken windows and screens, and the construction of wheelchair ramps.
 ​

Emergency Disaster Response Assistance
MASH crews are called in by other city departments to assist residences in times of need. For instance, they help relocate family members and belongings when fire or other health issues necessitate; sandbag hillsides during heavy rain storms; evacuate neighborhoods when fire threatened; demolition of earthquake damaged chimneys.
  
Training Opportunity
MASH provides a unique training program. It is an opportunity for otherwise unskilled adults (18 years and older) to gain those skills and work habits necessary to obtain a permanent job. Some trainees have obtained careers with the City of Pasadena, while others have gone on to other places of employment. Flyers are posted at City Hall in the Human Resources offices when recruiting. The application procedure includes submitting an application, and passing both a written and physical exam. An eligibility list is created from all qualified applicants. Qualified applicants are them notified when positions are open for the one year (possibly two year) assignment. For questions, please call the MASH offices at (626) 744-7620.

Historic Resources

The Mills Act

The City of Pasadena Historic Property Contract Program aka "The Mills Act" was established by ordinance in October 2002 under the authority of a State enabled program known as the Mills Act (California Government Code, Article 12, Sections 50280-50290). Under this act, local governments may enter into historic property contracts with owners of qualifying privately owned historic properties who agree to rehabilitate, restore and/or maintain their property according to the Secretary of Interior Standards. 

The annual application deadline for this program is Monday, May 31, 2023.
