Pasadena Citizen Services

The Citizen Service Center (CSC) is a centralized service to help Pasadena residents connect with their City!  CSC is available via web, mobile app and phone to assist in answering questions about City programs, services and events. Knowledgeable representatives can help you find the information you need. Whether it's a pothole, a street light is out, an abandoned item or graffiti (just to name a few), the CSC makes it easy for you to submit a request and to resolve your issue quickly! ​

Northwest Commission

The Northwest Commission has the following functions:
  • Serve as a monitoring body for the Northwest community.
  • Work with the City Manager and staff on updating and revising the Northwest Strategic Plan.
  • Provide ongoing oversight on the implementation of the plan.
  • Provide periodic advice to the Council on Northwest issues.
  • Economic Development Activities.
  • Present an annual review of the implementation of the Plan’s projects and programs to the City Council and the community.

Northwest Commission meetings are usually held the second Tuesday of every month at 6:30pm and are open to the public.

Pasadena Rental Board and Measure H Rent Control Charter Amendment

In 2022, Pasadena voters passed Measure H, which created a  new Rental Housing Board that according to the city's website, "will have the authority to establish rent increases, produce written notices and publish forms for noticing to current and prospective tenants, establish and maintain a rental registry, establish rules and regulations related to rent control, and enforcement of the Charter Amendment."

The 11 Board members, selected by Pasadena City Council, is comprised of one member from each of the seven districts, as well as four at-large members from any district in Pasadena. 

Brandon Lamar. is the District 3 tenant representative on the new Rental Housing Board. In addition, Allison Henry, who lives in Garfield Heights, has been selected to serve on the Rental Board as a member-at-large.  HERE is the complete list of 11 members.

HOME Enhancement Loan Program (HELP)
The HOME Enhancement Loan Program (HELP) can provide loans to low-income single-family owner-occupied households for necessary repairs and rehabilitation to bring their house up to code, eliminate critical health and safety concerns, and increase efficiency and accessibility thereby enhancing livability and preservation of the home. Loans up $100,000 at 3% simple interest with a 20-year term and deferred payments. This program is federally-funded through the HOME Investment Partnership ACT (HOME).

Maintenance Assistance and Services to Homeowners (MASH)

This program provides services to low-income senior or disabled homeowners who are not able to perform deferred maintenance on their owner-occupied, single-family homes. The MASH program is comprised of:
  1. Exterior painting, trim work, and minor repairs
  2. Weed abatement
  3. Code violation problems such as broken glass and screens, and rat proofing
  4. Installation of wheelchair ramps

Pasadena Parkway Trees Master Plan and Turf Removal Incentive
Urban Forestry
The Urban Forestry department is responsible for maintaining and enhancing the City’s Urban forest, which consists of more than 60,000 trees. This section is responsible for administering proper tree care; planting new trees; removing dead and hazardous trees; conducting reforestation projects in parks, municipal grounds, open spaces, medians and streets; maintaining a street tree database with maintenance information about trees throughout the City; and administering the City’s Tree Protection Ordinance. Additionally, staff fields the public’s questions and concerns regarding the health and status of street trees, and conducts community education programs to keep citizens informed about urban forestry. A list of trees that have been determined to be hazardous because they are dead or diseased is periodically provided to City Council prior to scheduling the removal.

Click here to find the Master Street Plan and enter your address to see the designated parkway tree species for your block. You can request that dead trees be removed and/or new trees be planted on your parkway by using the
the handy Pasadena Citizen Service Center app (as seen at top of this page) or on the website HERE and submitting your request under "Parks and Trees."  The City generally plants trees in the fall and spring. Note that trees will be planted a minimum of 15' apart. When you call to make a request for a tree, you can request one of the designated species for your block.  Currently, here are the designated species for most of the blocks within GHNA:
  • Marengo and Mountain: Coast Live Oak, Cork Oak, and Mesa Oak
  • Worcester: American Sweetgum
  • Garfield: Live Oak, Cork Oak, and Southern Live Oak
  • Los Robles: Oak and Mexican Fan
  • Hammond and Adena: Live Oak.
  • Claremont: Live Oak and Cork Oak
  • Douglas: Cade, Willow-leaved Pepper, and Mexican Fan Palm
  • Jackson: Live Oak, Mesa Oak, Southern Live Oak.
Pasadena Turf Replacement Rebate Program

  • Residential customers are eligible to replace turf in front, side, and/or back yard.
  • Project must have a minimum of 250 square feet of turf removed, or if the entire yard is less than 250 square feet, all turf must be removed.
  • Residential customers can remove up to 5,000 square feet and commercial customers can remove up to 50,000 square feet.
  • Completed project area must be covered by at least three (3) plants per 100 square feet.
  • The converted area must be designed to capture rainfall through infiltration or on-site storage for reuse. Infiltration and rainwater has to be achieved using one of the following techniques: rain gardens, rain barrels, cisterns, berms, swales, or grades.
  • A three inch deep ring of organic mulch must surround all plants.
  • Irrigation modification or conversion required for all projects:
    • Convert over-head sprays to drip, micro-spray, bubblers, or rotating nozzle or cap sprinkler heads or remove irrigation equipment and hand-water.
  • No synthetic turf, plants that appear to be turf, or plants categorized as invasive are allowed.​

The Mills Act

The City of Pasadena Historic Property Contract Program aka "The Mills Act" was established by ordinance in October 2002 under the authority of a State enabled program known as the Mills Act (California Government Code, Article 12, Sections 50280-50290). Under this act, local governments may enter into historic property contracts with owners of qualifying privately owned historic properties who agree to rehabilitate, restore and/or maintain their property according to the Secretary of Interior Standards. The program is a financial incentive that encourages the rehabilitation and protection of historic buildings. The benefit to the property owner may be a reduction in property taxes, while the benefit to the City is the preservation of a significant historic resource.

The program is conducted on an annual cycle with applications being released early in the calendar year and approved contracts being recorded with the County Recorder at the end of each year. There are currently 402 properties enrolled in the program.

The annual application deadline for this program is 5:00PM, Friday, May 31, 2024.
